The director shall administer and enforce this chapter, and may exercise any of the administrative powers which are conferred by Article 2 (commencing with Section 11180) of Chapter 2 of Part 1 of Division 3 of Title 2 of the Government Code upon a head of a department.In order to effectuate the declared purposes of this chapter, the director may contract to carry out the declared intent and purposes of this chapter.(Added by Stats. 1990, Ch. 1151, Sec. 1.)
