78653. A quorum of the commission shall be six voting producer members and four voting handler members. Except as provided in Section 78723, the vote of a majority of members present at a meeting at which there is a quorum shall constitute the act of the commission.(Added by Stats. 1995, Ch. 210, Sec. 1.
