'Fisherman' or 'fishermen' means a person licensed to commercially harvest fish pursuant to Section 7850 of the Fish and Game Code, who in addition holds a valid spiny lobster fishing permit, and has documented landings of spiny lobster in the previous marketing season.(Added by Stats. 2017, Ch. 503, Sec. 1.
