(a) There shall be one alternate handler member to be elected in the same manner as the handler members.(b) The alternate handler member shall, in the absence of a handler member, sit in place of the absent handler member on the commission and shall have, and be able to exercise, all the rights, privileges, and powers of the handler member when sitting on the commission.(Amended by Stats. 2016, Ch. 451, Sec. 8.
