80112. The commissioner of the county wherein the plants are located may issue a permit to a scientific or educational institution to harvest a definite number of plants listed in Section 80072 for scientific or educational purposes, if permission is obtained from the landowner on whose property the plants are located.(Added by renumbering Section 70681 by Stats. 1984, Ch. 144, Sec. 77.)
