(a) Proceedings for the formation of a district within any county shall be commenced by a petition signed by the owners of 15 percent of the table grape acreage.(b) The petition shall be addressed to, and filed with, the board of supervisors of the county.(Amended by Stats. 2004, Ch. 400, Sec. 4.
