14526. 'Composting' means the biological decomposition of organic matter which inhibits pathogens, viable weed seeds, and odors. 'Composting' may be accomplished by mixing and piling in a way as to promote aerobic or anaerobic decay, or both.(Repealed and added by Stats. 1990, Ch. 504, Sec. 2.)
