'Packer' means any person that is engaged in any of the following businesses:(a) Buying livestock in commerce for purposes of slaughter.(b) Manufacturing or preparing any meat or meat food product for sale or shipment in commerce.(c) Manufacturing or preparing any livestock product for sale or shipment in commerce.(Enacted by Stats. 1967, Ch. 15.)
