The secretary, after notice and hearing, shall refuse to issue a license unless he or she finds that the applicant satisfies all of the following:(a) Is qualified to operate a processing plant.(b) Is properly equipped to engage in the business of processing in a clean and sanitary manner.(c) Has never been convicted of a felony involving adulterated or misbranded food.(Amended by Stats. 1998, Ch. 680, Sec. 22.
