(a) The department, county adoption agency, or licensed adoption agency to which a child has been freed for adoption by either relinquishment or termination of parental rights may consider the child’s religious background in determining an appropriate placement.(b) This section shall not be construed to affect the application of the federal Indian Child Welfare Act (25 U.S.C.
