17318. Except as otherwise expressly provided, Part 1 (commencing with Section 11000) of Division 3 of Title 2 of the Government Code, as it may be added to or amended from time to time, shall apply to the conduct of the department.(Added by Stats. 1999, Ch. 478, Sec. 1. Effective January 1, 2000.)
