3453. (a) Upon approval of specific management plans and programs, which reflect the recommendations of the department, the commission may authorize actions and adopt regulations governing those actions pursuant to this article.(b) The provisions of Sections 457, 458, 459, and 460 do not apply to regulations adopted under this article.(c) The activities conducted pursuant to this program shall be reviewed annually by the department and the commission.(Added by Stats. 1986, Ch. 591, Sec. 1.)
