The following constitutes Fish and Game District 21:The waters and tidelands to high water mark of San Diego Bay lying inside of a straight line drawn from the southerly extremity of Point Loma to the offshore end of the San Diego breakwater.(Amended by Stats. 2015, Ch. 154, Sec. 104.
