4945. If the commissioner finds all of the factors set forth in Section 4925 with respect to an application for approval of a conversion, the commissioner shall approve the application. If the commissioner finds otherwise, the commissioner shall deny the application for approval of the conversion.(Amended by Stats. 1996, Ch. 1064, Sec. 537. Effective January 1, 1997.
