'Commission' means the California Passenger Rail Financing Commission established pursuant to Section 92100 and any board, commission, department, or officer succeeding to the functions thereof or to whom the powers conferred upon the commission by this title is granted by law.(Added by Stats. 1982, Ch. 1553, Sec. 2.)
