'Participating party' means any person, company, corporation, partnership, firm, or other entity, or group of entities, engaged in operations within this state which requires financing pursuant to the terms of this title to aid and assist in the development of a rapid rail transportation system within the state.(Added by Stats. 1982, Ch. 1553, Sec. 2.)
