8162.6. The Legislature hereby finds and declares all of the following:(a) Sacramento’s State Capitol and Capitol Park provide the City of Sacramento with a unique cultural and open-space resource that is a major attraction for thousands of visitors each year.(b) Over the past 10 years, the skyline of downtown Sacramento has changed dramatically, signifying the city’s diversity as a center of commerce and government. As a result of this growth, the State Capitol no longer has the most prominent position on the skyline.(c) In the last three years, 10 major project office buildings have been constructed or approved within the downtown’s C-3 zone and approximately 14 additional buildings have been proposed. This growth has prompted increased community concern about preservation of the visual prominence of the State Capitol.(d) Since June of 1990, state officials have been working with the city toward developing a plan that would guide future development downtown in a way that would preserve and enhance the visual prominence of the State Capitol and the character and scale of Capitol Park.(Added by Stats. 1992, Ch. 841, Sec. 2.
