As used in this chapter, the term 'disaster' means those conditions specified in subdivisions (b) and (c) of Section 8558 if the estimated damage exceeds three billion dollars ($3,000,000,000) or the Governor orders the Director of Emergency Services to carry out the provisions of this chapter.(Amended by Stats. 2013, Ch. 352, Sec. 205.
