9172. All permanent officers and employees of the Senate or Assembly, except the President of the Senate and the Majority and Minority Floor Leaders and Minute Clerk of the Assembly, shall be elected by the house to which they are attached.(Amended by Stats. 1964, 1st Ex. Sess., Ch. 22.)
