From the effective date of a reorganization plan, and as long as it is in effect, the operation of any prior act of the Legislature inconsistent therewith shall be suspended insofar as it is inconsistent with the reorganization plan.(Added by renumbering Section 12078 by Stats. 1968, Ch. 449.)
