13309. (a) The Director of Finance shall reconcile with the Controller, and report to the Joint Legislative Budget Committee by October 1 of each year, the number of permanent employees by department appointed as full-time or part-time tenure in blanket positions for more than six consecutive months in the immediately preceding fiscal year.(b) For purposes of this section, 'blanket positions' are those positions included in the temporary help category for purposes of the state budget.(Added by Stats. 2006, Ch. 69, Sec. 6.
