13995.78. (a) An assessment pursuant to this chapter is a fee imposed by a government on the transaction for purposes of paragraph (29) of subdivision (a) of Section 1770 of the Civil Code.(b) This section shall become operative on July 1, 2024.(Added by Stats. 2023, Ch. 400, Sec. 7.
