For purposes of this chapter, the following terms shall have the following meanings, unless expressly stated otherwise:(a) 'Commission' is the California Transportation Commission.(b) 'Department' is the Department of Transportation.(c) 'Fund' or 'TCRF' is the Traffic Congestion Relief Fund created under this chapter.(d) 'Program' is the Traffic Congestion Relief Program established under this chapter.(Amended by Stats. 2001, Ch. 113, Sec. 3.
