16368. The Special Account for Capital Outlay is hereby created as a special account in the General Fund. This account is a reserve fund within the meaning of Section 5 of Article XIII B of the California Constitution.(Repealed (in Sec. 5) and added by Stats. 1980, Ch. 899, Sec. 5.5.
