The department shall adopt any rules and regulations necessary for the administration of this article.The appointing power of any officer or employee not a member of the civil service shall adopt any rules and regulations necessary for the administration of this article for such officers or employees.(Amended by Stats. 1988, Ch. 670, Sec. 7.)
