The department shall adopt any rules and regulations necessary for the administration of this article.The appointing power of any officer or employee of the Legislature, who is not a member of the civil service, shall adopt any rules and regulations necessary for the administration of this article for such officers or employees.(Amended by Stats. 1988, Ch. 670, Sec. 10.)
