20049. 'Labor policy or agreement' means any written policy, agreement, memorandum of understanding, legislative action of the elected or appointed body governing the employer, or any other document used by the employer to specify the payrate, special compensation, and benefits of represented and unrepresented employees.(Added by Stats. 1995, Ch. 379, Sec. 2.
