21028. 'Public service' also means service in temporary, seasonal, limited term, on call, emergency, intermittent, substitute, or other irregular employment in which a person is excluded from membership.(Amended by Stats. 1999, Ch. 83, Sec. 80. Effective January 1, 2000.)
