'Prefunding' means the making of periodic payments by an employer or employee to partially or completely fund or amortize the actuarially determined normal costs or unfunded actuarial obligation of the employer for postemployment health care benefits provided to annuitants and their family members.(Amended by Stats. 2015, Ch. 28, Sec. 3.
