In determining the fiscal impact of the proposed boundary change and the economic viability of each affected county if the proposed boundary change is effected, the commission shall consider:(a) The cost of providing services in both affected counties.(b) Projected revenues available to each county.(c) The effect of any projected reduction in revenue available to each county.
