In determining the fiscal impact of the creation of the proposed county on the affected county or counties and the economic viability of the proposed county, the commission shall consider:(a) The cost of providing services in the proposed county and in each affected county.(b) Projected revenues available to the proposed county and each affected county.(Amended by Stats. 1979, Ch. 370.)
