Anything in a county or city and county charter to the contrary notwithstanding, the commission, in lieu of using the county counsel of the affected county, may appoint a counsel and fix and order paid such counsel’s compensation to provide legal assistance to the commission in the performance of any functions requested by the commission and necessary for the performance of its duties.(Added by Stats. 1978, Ch. 465.)
