38631. The legislative body of a city may delegate to either the chief of police of the city or the city manager the authority to:(a) Appoint one or more police officers. (b) Appoint additional police officers when he or she deems it necessary for the preservation of the public order.(Amended by Stats. 1991, Ch. 523, Sec. 1.)
