43009. In exercising its discretion to waive the security deposit authorized by subdivision (b) of Section 43008, a utility shall consider the creditworthiness of the transferee, and any other factors determined by the utility.(Added by Stats. 1995, Ch. 833, Sec. 1. Effective January 1, 1996.)
