54700.4. 'Construct' or 'construction' means all activities necessary or incidental to the construction of housing including, but not limited to, acquisition of property or any interest therein, construction, reconstruction, rehabilitation or maintenance, repair or operation of any property or improvement.(Added by Stats. 1981, Ch. 1092, Sec. 1.)
