The authority may adopt such rules and regulations governing the employment of any and all employees necessary to carry out its powers, including, without limiting the generality of the foregoing, the establishment of a retirement system.If the authority determines that it is in the authority’s interest to do so, the authority may enter into a contract with the Public Employees’ Retirement System to provide for the inclusion of all its employees in the Public Employees’ Retirement System.(Added by Stats. 1974, Ch. 1373.)
