65089.6. Failure to complete or implement a congestion management program shall not give rise to a cause of action against a city or county for failing to conform with its general plan, unless the city or county incorporates the congestion management program into the circulation element of its general plan.(Added by renumbering Section 65089.5 by Stats. 1994, Ch. 1146, Sec. 8.
