This chapter shall apply to all cities, including charter cities, counties, and cities and counties.The Legislature finds and declares that the development of a sufficient supply of housing to meet the needs of all Californians is a matter of statewide concern.(Added by renumbering Section 65913.4 by Stats. 1982, Ch. 1355, Sec. 2.)
