The provisions of this chapter shall not apply to the following:(a) Activities of the State Energy Resources Development and Conservation Commission established pursuant to Division 15 (commencing with Section 25000) of the Public Resources Code.(b) Administrative appeals within a state or local agency or to a state or local agency.(Amended by Stats. 1982, Ch. 87, Sec. 2.
