The forms promulgated by the commission for disclosure of the information required by this chapter shall provide for the reporting of loans and similar transactions in a manner that does not result in substantial overstatement or understatement of total contributions and expenditures.(Amended by Stats. 1985, Ch. 1456, Sec. 26.5.
