(a) Any person with a substantial interest in the pilotage tariff may file a petition with the board.(b) A petitioner filing a petition with the board is a moving party and bears the burden of the preponderance of the evidence in the proceedings as described in this chapter.(c) A counterpetitioner responding to a petition is a moving party and bears the burden of the preponderance of the evidence in the proceedings as described in this chapter.(Added by Stats. 2022, Ch. 769, Sec. 16.
