Every local registrar, deputy registrar, or subregistrar, who fails, neglects, or refuses to perform his or her duty as required by this part and by the instructions and directions of the State Registrar thereunder, is guilty of a misdemeanor.(Added by Stats. 1995, Ch. 415, Sec. 4. Effective January 1, 1996.)
