Colorado Legal Code
(1) In addition to any other powers granted by law to the board, such board shall have the following powers:(a) To have and use a corporate seal;(b) To sue and be sued in its own name;(c) To incur debts, liabilities, and obligations;(d) To employ agents and employees;(e) To cooperate and contract with the state or federal government or any agencies or instrumentalities thereof and to apply for and receive grants or financial assistance from any of such entities;(f) To act as and on behalf of the state of Colorado pursuant to a statutory authorization;(g) To acquire, hold, lease, sell, or otherwise dispose of any real or personal property, commodity, or service;(h) To adopt, by resolution, regulations necessary for the accomplishment or performance of the powers granted by law;(i) To exercise any other powers which are essential to carrying out the provisions of this article;(j) To do or perform any acts authorized by this section by means of an agent or by contract with any person, firm, or corporation;(k) To provide for the necessary expenses of the board in the exercise of its powers and the performance of its duties and reimburse a board member for necessary expenses incurred
