(1) The general assembly finds and declares that: (a) The various agencies of this state concerned with public safety have functioned independently and without central direction or focus;(b) Consolidation of these agencies under a single department would provide the state with greater responsibility for and direction of the several aspects of the public safety system without creating a new bureaucracy; and(c) The several state agencies thus brought together would benefit from such an association.L. 83: Entire article added, p. 918, § 1, effective 7/1/1984.
