The executive director shall transmit all fees collected under section 25-17-404(4) to the state treasurer, who shall credit them to the paint stewardship program cash fund, hereby created and referred to in this section as the 'fund'. The moneys in the fund are appropriated to the department for the purposes set forth in this part 4. All interest earned from the investment of moneys in the fund is credited to the fund.
