§ 25-3-5-604

(1)(a) The council shall make recommendations to the department concerning the application for and distribution of moneys from the EMS account for the development, maintenance, and improvement of emergency medical and trauma services in Colorado and for the establishment of priorities for emergency medical and trauma services grants.(b) Any rules that relate to the distribution of grants shall provide that awards shall be made on the basis of a substantiated need and that priority shall be given to those applicants that have underdeveloped or aged emergency medical and trauma services equipment or systems.(c) The department, upon recommendations from the council, shall allocate moneys pursuant to section 25-3.5-603.(2)(a) Applications for grants shall be made to the department commencing January, 2001, and each January thereafter, except as otherwise provided in section 25-3.5-603(3).(b) The department shall review each application and make awards in accordance with the rules promulgated pursuant to subsection (1) of this section.(c) Grants awarded under this section shall require local matching funds, unless such requirement is waived by the council upon demonstration that local
