Except for the promulgation of rules and regulations as authorized in section 26-13.5-113, the provisions of this article shall not be subject to the 'State Administrative Procedure Act', article 4 of title 24, C.R.S.L. 89: Entire article added, p. 1246, § 1, effective 4/1/1990.
