(1) The functions of the division comprise all administrative functions of the state in relation to the administration of this article 83. The division and the director of the division are type 2 entities, as defined in section 24-1-105, and exercise their powers and perform their duties and functions as prescribed under this article 83 under the direction and supervision of the executive director of the department.
