All costs incurred by the state pursuant to sections 10-94f to 10-94k, inclusive, shall be paid from funds available under P. L. 93-380, entitled 'An Act to Extend and Amend the Elementary and Secondary Education Act of 1965 and for Other Purposes', as may from time to time be amended and provided that under no circumstances will any funds of the state be expended to implement the purposes of said sections.(P.A. 76-429, S. 6, 7.)
