Not later than July 1, 2020, the State Board of Education, in collaboration with a state-wide association that represents school counselors, shall adopt guidelines for a comprehensive school counseling program. Such guidelines shall ensure that all students have access to a comprehensive school counseling program that provides academic, social-emotional and post-secondary and career readiness programming by a certified school counselor with adequate training.
